Blasted Performance opened up stores in Texas, which means sales tax!!! Aargh. I was even briefly flirting with buying a bike from them.

Sales tax here is 8.25%.

How quickly does Performance ship? Do they do overnight?

Also...are the current promotional codes listed here work?

They ship out of Chapel Hill, NC, so to get to California it usually takes about 5 days. You may be able to get express shipping if you are willing to pay for it.

I doubt if the current codes are up to date. I usually google "Performance coupons" and go to one of the cycling forums where they keep them pretty much up to date. At the very least, you should be able to get a 10% off coupon, possibly 20%. Last week they had free shipping as well.
