I'm going to put in some of those linoleum tiles
 
I'm wondering if I need to tear out the old linoleum, or if I can lay them right over the top. Anybody know?

On HGTV they put them right over the old linoleum. Watch out for uneven surfaces because it can look junky if not done well.

That's one thing I'm worried about, but it looks so junky now that anything is an improvement.

Then it's worth a shot. Removing linoleum is not a pleasant task so the tiles are a quick and relatively inexpensive fix.
