Not much. It will happen only at the expense of one of the existing BCS bowls. This isn't an addition to the BCS. The Orange Bowl is likely the biggest contender for replacement.

I know when they were talking about the changing the bcs by adding a a game (that resulted in a championship game a week later) there were three bowls in consideration of becoming bcs games. The holiday bowl, Cotton Bowl and the liberty bowl
