It's not free in the sense that most of them are sent a bill. Of course most don't pay it, and it gets sent to collection agencies. And of course these folks have zero credit ratings.
In big cities the indigent usually have a hospital program that allows visits to the doctor. This is also where medicaid comes in.
I'm just remarking that Michcougar complains of nonpaying patients when he makes more than 99% of Americans.
