Obama didn't do anything. Some VOLUNTEERS did, and it is disappointing. As the article points out, women with headscarves have been allowed to sit in the backdrop area in the past, and Obama took a photo with a woman with a headscarf the very next morning (far before the Politico story broke).
It is obviously not a policy to prohibit women with headscarves to be in photos with Obama (or Muslims, like you claim- even the article notes Muslims were specifically asked to be in the backdrop area).
