Clinton. If you listent to most of the media he was a good President. Loved by the left and moderate Americans. I will still bet the same thing I did on Reagan. Approval rating not much above 50%.

If you notice in my post, I stated that I don't think it's fair to infer the quality of a presidency from popular approval at the time.
