My dad made an interesting comment to me: he says some Bishops don't convence a council when they really should, because it is unpleasant.
I don't think there are many Bishops who are doing this because they like it.
Missions are a good example--we know some mission presidents tend to send elders home for what another mission president might not.
God will sort it out.
