The answer: because it's not football. It's a business. It's PR. And money is what makes the world go round.

The cost justification comes from
1. The revenue generated by the football team
2. The athletic department is quasi-fiscally independent from BYU (eg. no tithes appropriated for it) and is expected to be self-supporting.
IOW, if the revenues and budget can justify it, they can pay the head coach whatever they want.
