I've got two theories. Either
(1) This was a guy's idea
or
(2) This is part of a toilet-use-avoidance initiative. They figure if the toilets are too painful to use, they won't ever have to be cleaned.

What I read in the paper is that they use stainless steel in parks because they are more difficult to vandalize then the porcelain ones. I guess vandals like to smash the latter.
