Per capita or total? If it's total emissions, that would mean (assuming the historical population growth rate of approx 1% per year) that you would need to reduce the per capita emissions by 74% to 87%.

Is that realistic, let alone 60% to 80%?

The McMansion tax on 3,000+ sq ft homes is stupid.

The way I always viewed it was an adjustment for the increase in "fixed expenses" that required more net income to cover.
