This is messed up.
This woman is afraid of her wholly undisciplined 13-year-old teenager, and is considering "dropping him off" under the Safe Haven law.
She says he stalks, steals, smokes marijuana, "acts out" sexually, abuses a younger sibling, and her solution is to show him a news report of another woman who drove from Georgia to Nebraska to drop off her child. Quote:

Aren't there some tough love programs that could help this teen? Juvenile detention seems like the next stop if not. If I was the parent of the handicapped child he beat up, I would have pressed charges. It seems like it's only a matter of time.
