Default Question about "raising the bar". . .

There was a thrread on CougarBoard last night that discussed "raising the bar" for missionary service. A few people made the comment that raising the bar meant that some missionaries would have to wait another year before leaving on their missions. My understanding was that since the bar was raised kids who had committed certain trangressions were pretty much exempt from missionary service, regardless of how long they waited. Which is it?
