There are lots of regulations on cars and how cars are used. Many of them related to safety and the harm that vehicles and drivers can cause.

If drivers had to prove that they deserve the privilege of driving each year, my guess would be that the roads would be safer because there would be a lot of people who lose the privilege to drive. It would also cut down on auto emissions because there would be fewer vehicles on the road.
