What law(s) did Bybee break in opining that waterboarding wasn't torture? Additionally, what doctrine(s) did Bybee directly refute in order to hold that opinion?

Torture is not against LDS doctrine? Are you sure you're not mixing up a doctrine with a policy? I just want to be sure here, because I'm a little confused about the difference in LDS world. Torture is okay per LDS higher ups. Okay, we've got that straight. Is that really doctrine or is it policy?
