They certainly didn't hope his policies would fail. Nobody was cheering on the failure of the surge, for example. People were strongly opposed to the surge, believing that it would fail, but their opposition was tied to the belief that the policy was going to be a failure and, therefore, bad for America.

Nobody I am aware of actually said they "hope" the surge will fail, because that would be stupid, a trait liberals, apparently unlike conservatives on this board, do not cherish.

No, they simply tried to proclaim the surge as a failure as soon as humanly possible (hello Harry) in the hopes that it would be a self-fulfilling prophecy by eroding public support enough to force the president's hand and get him to withdraw the troops.

Hardly. They weren't cheerleading the war's failure. They were simply pointing out the obvious (that it WAS failing). If you honestly can't draw a distinction between noting that something IS failing from HOPING it will fail, well, I can't help you there.

The person you need to help is Harry Reid. He declared the surge a failure before a single additional boot hit the ground.
