To my knowledge, a passport file will hold the info one submits when applying for a passport (DOB, address, SS number, etc.) as well as the pictures. It may also have a copy of the birth certificate and/or other docs that prove citizenship. I heard a newsperson say this morning that it also contains a record of foreign travel, but I wonder about that because that information is held by INS, which is a totally separate agency from the State Department.

If someone was looking for dirt, the IRS would be the first place to start. The first place I started working after college was the IRS. Non-work related browsing of individual files would have been very easy. I'm sure they've tightened that up since then, but someone with access could probably still do it.

If it was politically motivated, the first place to start looking is the Clinton campaign.
