Sure it hasn't. Right people are doing awful. Economies should just give pay raises even though average Joe falls behind in job skills. Markets don't work that way and average Joe often does better than you are willing to admit.

the notion that rising inequality is due to technological change that rewards skills is a myth. most of the rise has been among college grads.

That's right - I had forgotten about that.

My guess is that the difference is that for Bush, it was political rhetoric and that Chino means it.

The economy is in rough shape. The average Joe/sue has fallen behind in job skills and his/her job is now outsourced.
