Absolutely. Happens all the time.

On the other hand, it works to BYU's advantage in some cases. BYU's recruiting pool is very small. But many (most?) LDS Ph.D.'s are at least interested in BYU and you often get outstanding faculty that could work at larger, more prestigous schools. It is kind of similar to the situation in football. Recruiting mainly LDS kids has both advantages and disadvantages.

To weed out the so-called malcontents. Those professors that are only nominally Mormon, or don't consider themselves Mormon at all anymore.

I'm sure there were particular people they had in mind when they passed the rules. Just like the auto-ignore on cougarboard.

i would think the malcontents would have no interest in the environment.

Some of them are very interested in the environment and have faith (albeit of an unconventional sort). They write bitter things in Sunstone and Dialogue, and sometimes have very serious issues with leaders, but they self-identify as Mormons and remain more or less active in the Church.
