This illustration very readily demonstrates how small the actual discretionary part is in the budget.

Esp., if you are like the Republicans who are saying that the Defense budget is untouchable.

My understanding is that the GOP wants to cut medical and scientific research quite dramatically. Whereas the Obama budget wants an inflationary increase.
