She doesn't know either... Apparently they can't tell them to take a flying bite, but she's not sure to what extent they can send somebody who shows up at the ER with the sniffles out to somebody else.

From what I've seen, by the time somebody sees them and figures out they've just got strep or something, most of the work has been done.
