Damn that Bush. He should have spoken at every high school and personally handed out Bush condoms.

Just because he doesn't allow condoms to be distributed or taught about in school doesn't mean he's responsible. That'd be like saying he's responsible for the rise in the death rate after his banning of seat belts in favor of "abstinence-only" car accident education.
