when this Annapolis Middle East peace conference kicked off, I was listening to NPR as they went through the headlines, and it was stated "Administration officials speaking for President Bush stated that he would present no ideas at the conference."

Duh. LOL. I think their intended meaning and my interpreted meaning were both correct.
