What legal theory makes it inexcusable?

What constitutional makes it inexcusable?

What portion of the number are uninsured by choice, i.e., because they prefer not to purchase insurance?

I agree we should make insurance risk pool reforms, but you're statements are not very cautious or empirically based.

what evidence do you need for an argument on a message board? I gave you a rational explanation of why the 40 million need not be so high with the systems we already have in place. You retorted with "I don't believe you".

Fine, you don't believe me. Give me a rational of why you think the 40 million uninsured is really the problem that it is. My original point is that we have in place today a myriad of ways that an "uninsured" person can qualify for coverage. The suggestion that there are 40 million that can't go to the doctor because they are uninsured is in my opinion erroneous.
