I thought someone on CB said that Big 12 does count BYU as P5 for scheduling.

Big XII spokesmen said no.

"Couple of Big 12 ADs said BYU & Army would count toward Big 12’s non-league Power 5 requirement but Big 12 spokesman says they do not"

Welp, maybe because BYU is imminently about to be in the Big 12 and they don't want teams scheduling with BYU for non-conf.
