Santana makes a nice tandem frame. THis one looks pretty old but for $600 (or less if you talk him down) it may not be abad deal. Remember that Santana uses a unique frame width in it's rear drop outs so replacing hubs and sometimes even gears can be a challenge.
GO here to see if you think this is a good price or not: http://www.thetandemlink.com/usedhome.html It seems a little strange to nme that he has aero bars on a touring frame (and the bar ends mean it is a touring set up). You should also check the elliptical (the adjustmen for the timing chain) as it can freeze up if it has not be adjusted and maintained, but this is not as much of a problem ona steel frame as it would be on an aluminum or carbon frame.
