I'm not familiar with the literature on HIV passing through condoms either, but an infectious disease specialist at my med school mentioned it once in a lecture, so I suppose it's true.

I don't know about HIV infections among BYU students, but I've heard of at least a few cases among BYU employees. I have no idea whether Levis were involved.

I would never say that pocket pool is permissible or condoned on a mission. But I think it is frequent enough, and generally limited to bathroom time. On my mission, it was common practice for missionaries to time each other's showers and bang on the door when "time was up."

Also, Russian bathrooms usually had a small window above the shower that went into the kitchen...from which companions would harass each other during bathroom time. As a result, masturbation in a Russian mission is not a very feasible undertaking.

Nevertheless, I consider it to be such a "minor sin," so to speak, that the excessive guilt many "pocket-pooling missionaries" suffer from is much more harmful than the pocket-pool itself.

Maybe there is new data since 2001. But there's no doubt that condoms provide great protection...just not 100%.
