That's the problem, it's a general theme and the specifics keep changing. That IS change.

That's what I think of when you mention the three themes. I hope I'm wrong.

It depends on whether he's talking about who gets a tax cut or who's not getting a tax increase. When he's talking about tax cuts, he says anybody under 200k will see a decrease in taxes. When he's talking about tax hikes, he says nobody under 250k will see an increase.
