Teachers and principals erased and corrected mistakes on students’ answer sheets. Area superintendents silenced whistle-blowers and rewarded subordinates who met academic goals by any means possible. Fifty-eight elementary and middle schools were involved in the score fixing. The voluminous report names 178 educators, including 38 principals, as participants in cheating
Superintendent Beverly Hall and her top aides — who ignored, buried, destroyed or altered complaints about misconduct — denied knowledge of wrongdoing and accused naysayers of failing to believe in poor children’s ability to learn.
Hall was hired in 1999 after she rose through the ranks in the public schools of Newark, N.J., and New York City. When she arrived in Atlanta, 90 percent of the system’s kindergarten teachers said they did not believe their pupils would graduate.

That is so out there, I don't even grasp you far-fetched analogy? We have a purpose who cheated to get federal funding when she knew her kids weren't competitive?

and we have a cyclist who got government money (US Postal), knowing full well he could not win or get endorsements without cheating.
