But maybe that is a Dem strategy. Given Cali's assessment of the Dem Congress, I wonder if winning is the only thing that Dems care about.
Bingo.

Insurers would have to issue every applicant a policy and charge fair and stable premiums that will not depend upon health status. The Exchange will require that all the plans offered are at least as generous as the new public plan and meet the same standards for quality and efficiency. Insurers would be required to justify an above-average premium increase to the Exchange. The Exchange would evaluate plans and make the differences among the plans, including cost of services, transparent.
First of all, it is non-compulsory. Nobody has to choose this, and they're absolutely free to choose another plan, or none at all.

This breaks the classic healthcare insurance racket of risk & cost shifting. (Imagine that!)

This new bureaucracy will be pretty complex and will take time to get up & running more efficiently, but having been in private health insurance bureaucracies, it certainly can't be any worse, or inefficient, than what already exists!

As for government bureaucracies, I think Americans have a right to expect & demand efficient government. The State of Utah has taken on the task of making government more responsive & efficient... and you know what? It's actually working.

Why can't it get worse? Given our experience with the federal government, it is very likely that it would be significantly worse.

Religion rises inevitably from our apprehension of our own death. To give meaning to meaninglessness is the endless quest of all religion. When death becomes the center of our consciousness, then religion authentically begins. Of all religions that I know, the one that most vehemently and persuasively defies and denies the reality of death is the original Mormonism of the Prophet, Seer and Revelator, Joseph Smith.
