Tex, I don't see Bush being really average. He'll either be admired or really disliked, probably the latter, but nothing in between. His distinguishing feature was he was an idealogue who didn't govern from the middle, but from his ideological base. That's rare and not something people will be blah about. Was Herbert Hoover average? I think that's the best he can hope for.
