No we can call Majerus the best defensive coach because he could regularly make the best offenses in the nation look silly. Remember what he did to dismantle the Arizona offense (one of the best in the country) in 1998. He made Bibby, a future NBA all-star, look silly.

He never had amazing talent, but still did an incredible job gameplaning defense.
