DOes anyone know if scalping tickets is legal in Utah?

Utah has almost no restrictions on ticket sales.

Most states do not really ban it. Just regulate it.

For example, in California, everyone freaks out about selling their tickets at the concert. It isnt illegal to scalp your tickets in California....so long as you are not the venue property....which is why everyone does it across the street. Technically, per the California code, you can even scalp on venue property....as long as it is not the day of the event or you have written permission from the venue owners.

So sell away in Utah with impunity.

I am going to buy, or at least my brother in law is going to. I was aware of CA's rules, btw, but thanks.
