Come on. Not only were they child molesters, they were the boys' trusted ecclesiastical leaders. You have to be kidding me. And I'm not a hard liner when it comes to church discipline.

I said maybe. Not being excommunicated <> exalted in the kingdom of God. Not being excommunicated <> getting a temple recommend. Doesn't equal being allowed to partake of sacrament. Doesn't equal being allowed to serve in a church alling.

Since there are requirements for entry into the church, shouldn't there be requirements to remain in the church as well?

I suppose a requirement could be that you have faith in Jesus Christ and a desire to repent of your sins.
